How would I go about setting up a config file so that when I running the (mt) units, the number of cores can be limited to 4 or be able to set the GPU tasks to .25 CPU and 1 GPU per task?

Not sure on the GPU limits. You could research how to modify the app_info.xml file to do what you want from this link. I believe the parameter you're looking for is "coproc".
