When I moved to Mojave, I had to swap out my old GPU in my Mac Pro (2012). The new GPU (Radeon RX 580 8192 MB) is fast but offensively loud out at full power. Is there any way to run the GPU at something less than 100%? I am guessing around 30% power would be tolerable.

did this so that when two GPU apps are running, the mouse and keyboard are still usable

I understand it is very popular to undervolt AMD cards. The crypto miners have been doing so for a long time. Any of the gpu aftermarket control apps should be able to undervolt, reduce power limits or reduce thermal limits to get the card to reduce its power consumption so the temps are not so high as to ramp the fan speed.
