Unable to find gpu - Windows 7 x64 / Catalyst 9.11

For myself I've run into a brick wall and am having difficulty getting Win64_0.20b_ati.zip to play ball. Got it working with 9.11/0.20b (must say that 0.20b is very nice - 99% gpu load/low cpu load too). BTW Is there a work around to getting this working as service ?
