I have been running Radeon "Adrenalin" (v)18 for some time which supports Open CL 1.2. It works fine on Tahiti class ATI boards (7950, S9000). Poking around at AMD site I discovered "15.201.2401-WHQAL-FirePro" which also supports Tahiti. Those are 7950 and Skylake class and the driver also supports Hawaii class (9100). I upgraded but had to use Display Driver Uninstaller to get rid of all the old AMD stuff. It finally installed just fine and appeared to work good until Boinc started. Instead of taking just under 3 minutes to do an ATI work unit on an S9000, it was taking upward of 20 minutes. Looking at GPU-Z, occasionally the board ran at 900mhz like it was supposed to but 95% of the time it ran at the low base frequency of 300mhz. I also noticed the CPU usage was in the 30% range instead of the normal under 9%. I am guessing the board is not being fed Milkyway data properly and is mostly idle as a result. The S9000 is a really cheap board that is equivalent to a 7950 with 6gb of ram and a single display port. They run very cool and have only a single power connector unlike the 7950. I don't need Open CL 2 on this project, but I am disappointed it is not compatible.

Want to follow up on this as it is misleading. This system had multiple different video board and it seems the driver I was using was not AMD's "unified driver" so it did not properly handle 9100 nor the 7950 as it was "supposedly" designed for the 9100.

I finally located the "enterprise" driver, dated March 2018 and it properly handled the 9100 but I could not have the HD7950 nor the S9100 in the same computer.
