If you use an optimized app then you will. It tells Boinc to use that app and not the stock app. If you aren't then any files will automatically download.
Doesn't expecting the unexpected make the unexpected the expected?
If it makes sense, DON'T do it.

If you do not need the ati-part, simply delete it (all including <app> and </app_version>). Last line must be </app_info>

For different operating-systems you might need to adapt filenames. If you use an app_info.xml (anonymous platform) you need to download the required fils manually from
http://milkyway.cs.rpi.edu/milkyway/download/
