Replication of 1 and inconclusives

Then task validates (single result!) or get inconclusive mark and second WU replicated. Is it common current project behavior or something wrong on my side? Some tasks are not that usable and so they only validate once (if I understand the policy right), the ones that look usable are then resent ... I know he posted an explanation ...
