Yes, why not.

I have 3 (virtual) machines with 4 CPU's each, on an ESX Cluster, and they work fine.
I have testet modes witch use 4 CPU each 75% and also 3 CPU's each 100%.

I can also use 4 CPU's each 100% but then the ESX Server fires warnings the whole time.

The N-Body App uses all CPu's simultan. The separation use 1 CPU, but then 3 respective 4 Wu's are working simultan.
