linux vs. win

I have installed linux Kubuntu 8.04 instead od WIN XP and I am observing a strange phenomenon. In kubuntu if you have kpowersave installed just left click on the icon in your sys tray/task bar thing and it will show you what Mhz the cpu is running at. Then right click the icon and configure kpowersave to run the cpu in performance mode. This should run it at 100%.
