strange... then why does "BOINC's" fetch algorithm work differently for some projects than for others, even with similar (or even the same) settings?
puzzling...

4/18/2014 7:27:32 PM|Milkyway@Home|Requesting 1990529 seconds of new work, and reporting 8 completed tasks

Why is the timer not reseted when a task finishes?

This actually should happen, it works perfectly on my computer, this one. The HD3850 crunching Milkyway needs couple of minutes to finish a task, so I always get also the 2nd longer deferral with the reason "no work from project". But this is always set to 0 once a WU finishes and request is send out just few seconds later (unless the requested by project deferral is still there).

Considering this strange behavior I'd suggest you first update your ancient BOINC client to one of the versions I recommended before or simply the one that's recommended on the BOINC download page.

Deferring communication for 2 hr 2 min is way too long a reset when the total WIP allowed is only at most 3 hr.

This should not be an issue as explained above.

If you can not update the client I would try to reinstall the client and detach and reattach to the project.

Operation on a client that old can not be guaranteed.

On two machines I am pretty much constrained to run BOINC 5.8.

Are you talking about version 5.8.16 (April 2007)?
Why are you limited to that one?
Are you still running Win95 or NT4 on those computers?

I have been running BOINC 5.10.45 (March 2008) on WinXP and Win2k for years without any reasonable problems before I upgraded BOINC to 6.10.58. And I am still using that version on Win7 now.

I suggest a clean un-install of the old version. Do not install a new Boinc version on top of the old one in an effort to save WUs from other projects.

I am currently running 5 different computers on the Milkyway challenge at boincstats. Between them they have 11 GPU's, some of which get through a unit in less than 30 seconds. Not a single one of these computers has had or ever has had any issues getting enough work to complete.
There is no problem with the work fetch on the server. As you have been told many times now update the version of Boinc that you are running.
