Download Stalled?

Net result is no transfer shown as stalled in the BOINC transfers page but project won't update because it thinks one is stalled. running windows 1903 fully updated. Obviously the electrons take a while to permeate from here to the project and back again. So yes the restart fix works if you WAIT A WHILE before trying to download again.
