2 work units started at the same time and both ran on GTX 970 Nvidia cards.

The wu description on card 0 is described as .....80_bundle4_4s_south4s... and completed in 238 seconds
The wu description on card 1 is described as .....14_bundle4_testing_3s4f...and completed 207 seconds
Both cards report GPU Clock Speed of 1379 and Memory Clock of 1400
Card 0 is a factory overclocked card
Card 1 is not

Can the different run rimes be the result of the difference in the work units?

Yes, easily. Different runs of work units will have will have varying run times. They will be roughly consistent, as yours are. A quick look through your validated WUs will show this.
