When i change the cpu usage under bionic computing preferences, it does not obey still it uses 100% cpu..
How can i fix it?

On your computer down by the clock is an arrow click on it to open the box with Boinc Manager in it, double click on the BM icon and then click on Option, then computing preferences, under the computing tab the very top line has a box that says use at most [] % of the cpu's. In that box change the number to 99 and Boinc will use one less cpu core for it's crunching. To make it use even fewer cores lower the number, ie 74% would allow Boinc to only use 2 cpu cores on a quad core machine. This ONLY affects the pc you do this on not any other pc's.

Now if you are talking about MilkyWay ONLY that means you need an app_config.xml file and I do not have one that works.
