Can you specify CPU clock speed for jobs to run at

So i was wondering how would i go about, in software of downclocking my cpu speeds, so i could run a little bit cooler. I know you can ask it to shut off for a percentage of the time and to only use a certain amount of cores. But this has me worried with spikes of voltage running through my cpu, i set it for 50% usage before relaxing and it literally spiked voltage up and down per second. Which to me could cause more damage than I would be comfortable with. Would it be a case of doing it through BIOS, which would then mean the whole computer would run slow, meaning i would then have to reboot into bios to get it running faster again. Any help would be much appreciated . |

So i was wondering how would i go about, in software of downclocking my cpu speeds, so i could run a little bit cooler. The program called MSI Afterburner has a slider for core clock speed but I believe it's for the gpu only, you might look for something like that for the cpu. |

I have MSI Afterburner, I may use that for when I am at work and want to leave this running. But the CPU going full pelt is my issue. May just change it through Bios, i do have Ryzen master but i still need to look at this. Much appreciated. |
