I suspended the other project running on the machine and did a manual update, it finally grabbed some tasks. I'd like to up the share, but then the GPU client would eat up too many of the processors. I'm not topping out my allocation on some machines, and if it looks like I'm getting low, I have projects with at least a couple orders of magnitude smaller resource share that I can set back to allow new tasks, so I don't go dry.
