I reset CPU throttling from 90% to 100% and my "exited with zero status but no 'finished' file" problem disappeared. Thanks for the suggestion.

The problems on my system seem to occur when .7 is running on more than one core. Its an Intel Quad CPU Q6600 running Vista Home Premium x86 Editon, Service Pack 1, (06.00.6001.00). After the WU fails, the app does not close. It continues to be active in Task Manager. My single core running XP Home SP 3 does not seem to have the problem.
